Compare Your Workers' Comp Options
Side-by-side comparisons of the ways small businesses buy workers' compensation insurance.
There's more than one way to buy workers' comp insurance: directly from a carrier, through a captive agent, through a state fund, or through an independent agency that compares several carriers at once. Each path has trade-offs in choice, service and speed. These comparisons lay them out plainly.
AmTrust vs. Berkshire Hathaway GUARD Workers' Comp
AmTrust Financial is a privately held small-business specialist founded in 1998, rated A- (Excellent) and known for online issuance and pay-as-you-go billing. Berkshire Hathaway GUARD, founded in 1983 and acquired by Berkshire Hathaway in 2012, is rated A+ (Superior) and distributed regionally through independent agents.
Assigned Risk vs. Voluntary Market Workers' Comp
The voluntary market is where private carriers compete to write a business's workers' comp at standard, merit-based pricing. The assigned risk plan, a residual market of last resort, provides coverage of last resort for employers who can't find a voluntary-market carrier willing to write them.
Best Workers' Comp Companies: How to Compare (2026)
There is no single "best" workers' comp carrier; the right one depends on your industry, payroll, claims history, and how you want to buy and manage the policy. Compare carriers on financial strength, claims handling, pay-as-you-go availability, class appetite, and online servicing.
Business Owner's Policy (BOP) vs. Workers' Comp
A business owner's policy (BOP) bundles general liability and commercial property coverage for small businesses, but it does not include workers' compensation. The two are meant to work together: a BOP protects the business and third parties, while a separate workers' comp policy protects employees.
Independent Agent vs. Direct Carrier for Workers' Comp
An independent agent represents multiple carriers and can compare quotes across them in one application, while a direct carrier sells only its own policy. Neither is automatically better; the right choice depends on how much comparison shopping and guidance you want.
NEXT vs. biBERK Workers' Comp
NEXT Insurance and biBERK are both digital-first small-business insurers, but with different ownership and distribution. NEXT is now part of ERGO Group (Munich Re) and works with independent agents as well as directly; biBERK is a direct-to-consumer brand backed by Berkshire Hathaway, rated A++ (Superior).
Owner-Only Certificate Policy vs. Standard Workers' Comp
An owner-only certificate policy, sometimes called a ghost policy, is bought mainly to produce a certificate of insurance rather than to cover actual employees. Our agency writes contractors with employees on payroll and does not offer owner-only certificate-only policies; a standard policy covering real payroll is the honest alternative.
Pay-As-You-Go vs. Annual Premium Workers' Comp
Pay-as-you-go workers' comp bills premium each pay period based on actual payroll, usually through a payroll integration, while a traditional annual premium is estimated upfront and reconciled in a year-end audit. Both structures can be offered by carriers quoted through our agency.
PEO vs. Standalone Workers' Comp Policy
A PEO (professional employer organization) covers your workers under its own master workers' comp policy through a co-employment arrangement, while a standalone policy is issued directly to your business. Each has different implications for cost, control, and what happens if you ever leave the arrangement.
Pie vs. EMPLOYERS Workers' Comp
Pie Insurance is a 2017-founded insurtech built around pay-as-you-go billing, rated A- (Excellent) by AM Best. EMPLOYERS is a single-line workers' comp specialist tracing to a 1913 Nevada state fund, now rated A (Excellent). Both are quoted through our agency for small-business accounts.
The Hartford vs. Travelers Workers' Comp
The Hartford and Travelers are both large, highly rated national carriers founded in Hartford, Connecticut in the 1800s, and both are quoted through our agency. The Hartford carries an AM Best A+ (Superior) rating, while Travelers carries the higher A++ (Superior) rating; both offer pay-as-you-go billing.
Workers' Comp vs. State Disability Insurance
Workers' compensation only pays when a job causes the injury or illness. State disability insurance, required in a handful of states such as California, New Jersey, and New York, pays partial wages for any qualifying non-work-related disability or pregnancy leave, funded mostly through employee payroll deductions.
Workers' Comp vs. General Liability Insurance
Workers' compensation and general liability are separate, non-substitutable policies: workers' comp covers your own employees' work injuries, while general liability covers third-party bodily injury, property damage, and related claims from your business operations. Most operating businesses with employees carry both policies together.
Workers' Comp vs. Health Insurance
Group health insurance is built to exclude work-related injuries, and workers' comp is built to exclude everything else. Having a health plan does not remove an employer's obligation to carry workers' comp, and a work injury generally must be billed to workers' comp first, not group health.
Workers' Comp vs. Workman's Comp: Same Coverage?
"Workers' comp" and "workman's comp" (or "workmans comp") refer to the exact same coverage: statutory insurance that pays medical care and partial wage replacement when an employee is hurt or becomes ill because of their job. "Workman's comp" is simply the older, less gender-neutral term for it.
Workers' Comp vs. Occupational Accident Insurance
Workers' compensation is statutory, employer-paid coverage for W-2 employees, while occupational accident insurance is a voluntary, typically less comprehensive policy bought for independent contractors and owner-operators who are not employees and therefore aren't eligible for a workers' comp policy at all.
Monopolistic vs. Competitive State Workers' Comp
Ohio, North Dakota, Washington, and Wyoming are monopolistic states, meaning workers' comp must be purchased through the state fund rather than a private carrier. All other states are competitive, where private carriers write the coverage. In Ohio, our agency can still write stop-gap employer's liability coverage.
State Fund vs. Private Carrier for Workers' Comp
In most states, a competitive state fund -- like the New York State Insurance Fund, Texas Mutual, KEMI in Kentucky, Chesapeake Employers in Maryland, Pennsylvania's SWIF, or California's State Fund -- competes for business alongside private carriers rather than being the only option. Employers can generally choose either.
